How to create a parent department?

In order to add a parent department to a present department, you need to select a "pencil" icon on the list of tools that appears when navigating through the page. 
 
In the opened window, you choose the Department name and the Parent department for it:

 
To assign a Parent department, choose a hierarchy icon on the list of tools and select it
